Fetal growth restriction (FGR) is not synonymous with SGA.  While some SGA babies are FGR, about two thirds of babies that are SGA by a population based standard are only constitutionally small, and not at increased risk.

The best definition of ‘FGR’ is that the baby has failed to reach its own growth potential.

The growth potential can be expressed as the optimal weight (‘Term Optimal Weight, TOW’) which a baby is expected to reach at the end of a normal term pregnancy, free from pathology and adverse antenatal events.
